David A. Moreno is the Office Managing Partner in F3's Fresno office, where he specializes in labor and employment and general education law. He has extensive experience with employee discipline, leaves, status, layoffs, and discrimination claims. Mr. Moreno handles a variety of labor issues, including grievances, unfair practice charges, and table negotiations through impasse and post-impasse proceedings. His practice also includes advising school districts on student matters, the Public Records Act, and Brown Act issues.
A popular speaker, Mr. Moreno has presented workshops on a wide range of employment, student, and governance topics, including employee use of employer technology and sexual harassment prevention training for members of the California School Boards Association.
Mr. Moreno earned his J.D. with distinction from San Joaquin College of Law and was admitted to the California State Bar in 2001. He holds B.A. degrees in English and Political Science and an M.A. degree in English from California State University, Fresno.
