Roy A. Combs is a partner in the Oakland office. In his practice, Mr. Combs provides legal advice and representation to school boards, superintendents and school administrators on the Brown Act, collective bargaining, labor law, personnel, employment discrimination, school construction and facilities, charter school, litigation, administrative hearings, student discipline, contracts and related matters. For nine and one-half years, Mr. Combs served as General Counsel of the Oakland Unified School District in Oakland, California. He has conducted extensive certificated and classified labor negotiations through impasse and post impasse proceedings, and has advised on pre-strike and strike matters. He has also appeared and tried cases in federal and state courts, argued matters in the California Court of Appeals, and has participated in Commission on Teacher Credentialing, EEOC, DFEH and OCR proceedings.
Mr. Combs received his J.D. from the University of California, Boalt Hall School of Law in Berkeley, California, and his undergraduate degrees in Development Studies and Political Science from the University of California, Berkeley. He was admitted to the California Bar in 1986. He is also admitted to practice before the United States District Courts for the Northern, Eastern and Central Districts of California, the United States Court of Appeals for the Ninth Circuit, and the United States Supreme Court.
