Howard A. Friedman is a partner in the Los Angeles office.  He has been in practice since 1974 and has extensive experience representing school and community college districts in legal matters, both in an advisory capacity and in administrative proceedings and litigation.  In his previous employment as Senior Assistant General Counsel with the Los Angeles Unified School District, and in his law firm practice, Mr. Friedman has advised both school and community college district boards and administrators in a variety of legal matters, including personnel, labor negotiations, the Brown Act, public records, charter school, contract, and conflict of interest issues.  He has also represented school and community college districts in administrative hearings and in litigation proceedings before both the state and federal trial courts and courts of appeal.  As a former in-house counsel, Mr. Friedman has a unique perspective and understanding of the representation of school districts.

Los Angeles Unified School District, 45 CalApp.4th 1256 (1996); Fischer v. Los Angeles Unified School District, 70 Cal.App.4th 87 (1999); Atwater Elementary School District v. California Department of General Services (Truitt), 41 Cal.4th 227 (2007).

Mr. Friedman received his J.D. from Southwestern University School of Law and his B.A. from California State University, Northridge.  He was admitted to the California State Bar in 1974.
